The scientific committee, in its
Niamey meeting from 30 March to 2 April 2009, has
recommended that the poverty reduction bill goes beyond
the MDG framework, much like the 2002
Quebec Law on the fight against poverty and social
exlusion, initiated by the Québec women's
organisations. It must also
take into account employement, salary and work equity,
social responsibility issues of corporations and international
organisations in view of the much needed solidarity
within and between societies.
In view of its effectivity, the poverty
reduction model bill will also contain implementation
and monitoring principles, like the installation of
a consultative council and a mixed obervatory as operational
instruments for overseeing the implementation of the
law.
As the model PRL offers orientations
for a binding law, but limits itself to raise the
principles of sanctions, the responsibility to legislate
on the concrete sanctions needed to ensure the law's
effectiveness belongs to the national parliaments.
