Development aid, $ 100 billion in 2006, is not the only financial flux between South and North. Others are far more important, and have an often underestimated impact.

More than 250 delegates from around 60 countries gathered at the Civil Society Forum in Doha, Qatar from 26 to 27 November, 2008. Participants adopted the Civil Society Declaration which was presented on 2 December to the 2nd Plenary Session of the International Follow-Up Conference on Financing for Development to Review the Implementation of the Monterrey Consensus.

A study published by the UN reveals that $ 400 billion originating from Africa have been placed outside the continent. Senegalese and African trade unions appeal to the G8 to ban judicial and tax havens, and to repatriate these funds (in French). The unionists state that the continent also needs the international community's support to restitute African money, hidden in Western banks, and not only to increase public development aid, which seems to polarise public opinion.

British MPs and civil society criticize a government-owned development fund for using offshore tax havens and private equity-type policies, hence contributing to poverty, instead of fighting it.
